What is a personnel matter?

In a work environment, situations can arise between employees or between the employer and employees that do not involve the rest of the work environment. Such situations are often referred to as personnel matters or conflict matters. In personnel matters, the employer must follow up and implement measures towards the employees concerned without involving the entire work environment. Examples of personnel matters include harassment, bullying, exclusion, unacceptable behavior, poor communication, and lack of collaboration.

What is a work place issue?

A workplace issue pertains to matters that affect an entire work environment. One employee may report issues that could affect several employees, making it a workplace issue. The employer must investigate the circumstances and assess whether general measures in the work environment and~/or individual measures for specific employees should be implemented.

Personnel matters can affect the work environment

A personnel matter can impact the work environment, either directly or indirectly. A personnel matter can be so serious that the individual employee's work environment is not safe, or it can be significant enough to affect the work environment of multiple employees. A personnel matter that is not addressed will often have a negative impact on the work environment. The employer must follow up with those involved in the personnel matter and consider whether measures should be implemented in the overall work environment. Roles At NTNU, there are several functions who can assist in the prevention and handling of personnel matters and workplace issues. These have different roles and responsibilities.

 

Roles

At NTNU, there are several stakeholders who can assist in the prevention and handling of personnel matters and workplace issues. These have different roles and responsibilities.

Immediate leader

It is the employer's responsibility to ensure that the work environment is fully safe. The employer has a duty to implement measures that ensure the work environment is safe at all times and safeguards the health, safety, and welfare of the employees. The employer can delegate individual tasks to HR, but cannot delegate the responsibility for handling the matter as a whole. This responsibility lies with the immediate supervisor.

Employee

All employees have a duty to participate. An employee may be involved in both workplace issues and personnel matters. The employee may be a party to a personnel matter or witness events involving another colleague or the work environment. This means that as an employee, you are obliged to participate in shaping and implementing the measures that the employer puts in place. As an employee, you should also be loyal and adhere to guidelines and instructions at NTNU.

Safety representative

The safety representative is responsible for safeguarding all employees' interests in matters concerning the work environment. The employer should keep the safety representative informed about the work environment situation in the unit so that the safety representative can fulfill their monitoring duty. The safety representative should not act as a support person for an employee in a personnel matter. This would entail a conflict of interest with the role of being a safety representative for everyone, including managers. The safety representative is bound by confidentiality regarding, among other things, personal matters they become aware of through their position.

Union representativ or other support

A union representative represents organized employees. Union representatives or other internal or external support personnel can assist employees. Union representatives should assist their members in safeguarding general working conditions, but also assist members in individual cases, such as conflicts.

Arbeidsmiljøutvalget (Work environment committee)

The Work Environment Committee (AMU) shall work towards a fully safe working environment at NTNU. All employees can approach the WEC with a problem and request them to address the issue. Additionally, the WEC addresses issues on its own initiative or upon input from the safety representative.Les mer om AMU.

HR and HSE Division

The HR and HSE (Health, Safety, and Environment) section at the faculty and science museum or the HR section of the Joint Administration can assist managers with personnel responsibilities and provide guidance to employees on laws and guidelines. The HR and HSE department can be contacted by level 2 as needed.

Occupational Health Service

Both managers and employees can contact the Occupational Health Service at NTNU for advice and assistance in personnel and work environment matters. The service has a duty of confidentiality and acts as a neutral party.
