BEVISST Project Manager Reports
provide project managers with support in monitoring and gaining an overview of the financial status of their projects. The reports show the budget and accounting status of externally funded activities (BOA) and are continuously updated from NTNU’s financial systems. The aim is to make it easier to understand the financial status, identify deviations, and make informed decisions in project management.

Budgeting
Before starting an externally funded project, it is recommended to contact the project economist at the department to prepare and review the budget, ensuring that all costs, resources, and funding sources are correctly planned.
Classification – Contract or Grant-Funded Project?
Correct classification of projects as either grant- or contract-funded (BOA) is essential to ensure that agreements with the funder comply with regulations and that the financial management is handled appropriately. The assessment is carried out during the application and planning phases and includes considerations such as value-added tax (VAT), state aid rules, and the BOA regulations. Economic implications include the requirement for full cost coverage and market-based profit in contract projects, as well as the possibility of self-financing without profit in grant-funded projects.
Subcontractors and Partners
In IBM projects, both subcontractors and partners may be involved, and it is important to distinguish between them, as the classification affects the project’s financial management.
Subcontractors perform defined tasks for a fee, normally invoice with value-added tax (VAT), have no rights to the project results, and can be replaced within the terms of the contract.
Collaborative partners on the other hand, actively participate in the project, share its objectives, contribute to decision-making, and may share both risks and results. The main distinction, therefore, lies in whether the contributor is an academic co-actor with rights and responsibilities in the project, or merely a supplier with a limited assignment.
