Conducting mini-competitions


In certain framework agreements, a competition is necessary before ordering the relevant product or service. This competition, involving suppliers already within the framework agreement, is known as a mini-competition.

Details regarding when and at what value a mini-competition should be conducted, as well as the criteria for awarding individual framework agreements, can be found in NTNU's Contract Catalogue.

If a mini-competition is necessary, please contact your local procurement adviser or submit a request through the procurement assessment form.

The steps in the process are as follows:

  1. Specify the goods or services you intend to purchase and provide an estimated value for the contract.
  2. Prepare the request, which includes: 
    • Setting a reasonable deadline for suppliers to submit their offers.
    • Establishing award criteria in accordance with the framework agreement rules.
    • Consider instituting a voluntary qualifying period for larger contract values.
  3. Invite all suppliers within the framework agreement to submit their proposals.
  4. Assess the proposals according to the predetermined award criteria.
  5. Send out notifications about the chosen supplier, along with the reasons for selecting them.
  6. Establish the contract (unless the framework agreement doesn’t require it).
  7. Draft a protocol.
  8. Archive the documents related to the agreement.
  9. In mini-competitions, the contract must be linked to the framework agreement's ANSK number when ordering.

Roles and responsibilities

  • BDM: Secure resources for the user group. Approve the procurement and its budget.
     
  • Process initiator/User group: Identify needs and develop specifications. Participate in the evaluation and respond to any queries.
     
  • Procurement adviser: Lead the procurement process and ensure compliance with the terms of the framework agreement.
