Chemicals and gasses where special measures are required

This is a subpage of Procedure for procurement and storage of chemicals and gasses

Norsk versjon

Storage location in the Chemical index

This states the location in the Chemical index (Chemical Manager, EcoOnline), where the safety data sheet should be filed. Enter the path of the location, e.g. "Trondheim > NV Trondheim > Biologi > Realfagbygget > BU2-145". The unit is responsible for establishing routines to ensure that the safety data sheets are stored in the correct location in the Chemical index.

Check CAS number

Case: CAS-nr is not listed

This means that the search did not produce any hits in the lists presented below. The lists are reviewed on a yearly basis and should not be regarded as being exhaustive. It is the responsibility of the person ordering the product to know the Chemical characteristics, procedures and implement the necessary measures for the procurement and use.

Case: CAS-nr is listed

This means that the chemical is registered in at least one of the lists. Which list is described in the text. Procurement of listed chemicals and gasses should, if possible, be avoided. Please consider whether the chemical is really needed or if a substitution is possible.

The "Check CAS" function in the Purchase Requirement Form searches the following lists:

  • The authorization list
  • The candidate list
  • The priority list
  • Peroxide forming chemicals
  • Selfcombustible chemicals
  • Chemicals requiring registration in the exposure register
  • Precursor chemicals for explosives
  • Chemicals covered by the Chemical Weapons Convention - CWC Schedule 1A, 1B, 2A, 2B, 3A and 3B

Please see below for more information about the individual lists.

The authorization list

Chemicals registered in the authorization list (Annex XIV i Reach) are prohibited from use, unless authorization is granted. An application for authorization must be filed before a specific deadline. Please see Authorisation List for a complete overview and more information.

The candidate list

Units using chemicals registered in this list are responsible for considering if these chemicals can be substituted by chemicals less harmful to health and environment, or an alternative technology.

This list includes chemicals satisfying one or several of the following criteria:

  • Very harmful to health: carcinogenic, mutagenic, , harmful to reproduction (CMR substances, category 1A og 1B)
  • Very harmful for the environment: persistent, bioaccumulating and toxic (PBT) or very persistent and very bioaccumulating (vPvB)
  • Harmful to health or environment for other reasons than mentioned in the above, but giving corresponding causes for concern (e.g. endocrine disruptive substances and respiratory allergenic substances)

For more information, please see the candidate list under REACH (SVHC-lista) (miljodirektoratet.no).

The priority list

The Norwegian priority list is not a legal regulation or a list of banned substances. The list does, however, function as an important tool for indicating what chemicals the authorities should focus on and it signals for what chemicals it is important to reduce use and emissions.

For more information, please see Den norskeprioritetslista (miljodirektoratet.no).

Peroxide forming chemicals

For peroxide forming chemicals, please see Prosedyre for peroksiddannende kjemikalier

Self-igniting chemicals

Self-igniting chemicals. See special measures in Prosedyre for avhending av kjemikalier og gasser

The exposure register

Chemicals which require registration in the exposure register. Please see Eksponeringsregister for more information about the procedure for registration in the exposure register.

Precursor chemicals for explosives

The Chemical Weapons Convention - CWC Schedule 1A, 1B, 2A, 2B, 3A og 3B

Chemicals registered in this list have the potential for being used for the in production of chemical weapons. There are requirements for reporting of production, processing or consumption of the chemicals stated below in CWC Schedule 1A, 1B, 2A, 2B, 3A and 3B:

  • Schedule 1A and 1B: All pure list 1 chemicals and all mixtures containing such chemicals (independent of concentration in the mixture). All activity must be reported.
  • Schedule 2A and 2B: Alle pure list 2 chemicals, all mixtures containing more than 1 percent by weight of chemicals in list 2A and all mixtures containing more than 30 percent by weight of chemicals in list 2B. All activity must be reported. Processing included in the production does not have to be reported separately, with the exception for processing which takes place at a different facility than the facility where the production takes place.
  • Schedule 3A and 3B: All pure chemicals and al mixtures containing more than 30 percent by weight of Schedule 3 chemicals. It is only necessary to report the production.

Each individual unit must maintain a good overview in case this kind of chemicals are being used. Section for HSE and Emergency Preparedness will contact the faculties in January/February every year and ask for feedback concerning potential production processing or consumption of such chemicals. Section for HMS and Emergency Preparedness Section authors a report for NTNU which is sent to The Norwegian Directorate for Civil Protection (DSB) the Direktoratet for samfunnssikkerhet og beredskap (DSB). DSB reports to Organisation for the Prohibition of Chemical Weapons (OPWC).
