Conducting mini-competitions
In certain framework agreements, a competition is necessary before ordering the relevant product or service. This competition, involving suppliers already within the framework agreement, is known as a mini-competition.
Details regarding when and at what value a mini-competition should be conducted, as well as the criteria for awarding individual framework agreements, can be found in NTNU's Contract Catalogue.
If a mini-competition is necessary, please contact your local procurement adviser or submit a request through the procurement assessment form.
The steps in the process are as follows:
- Specify the goods or services you intend to purchase and provide an estimated value for the contract.
- Prepare the request, which includes:
- Setting a reasonable deadline for suppliers to submit their offers.
- Establishing award criteria in accordance with the framework agreement rules.
- Consider instituting a voluntary qualifying period for larger contract values.
- Invite all suppliers within the framework agreement to submit their proposals.
- Assess the proposals according to the predetermined award criteria.
- Send out notifications about the chosen supplier, along with the reasons for selecting them.
- Establish the contract (unless the framework agreement doesn’t require it).
- Draft a protocol.
- Archive the documents related to the agreement.
- In mini-competitions, the contract must be linked to the framework agreement's ANSK number when ordering.

- BDM: Secure resources for the user group. Approve the procurement and its budget.
- Process initiator/User group: Identify needs and develop specifications. Participate in the evaluation and respond to any queries.
- Procurement adviser: Lead the procurement process and ensure compliance with the terms of the framework agreement.
