Rules for outbound exchange

The information on this page is for NTNU degree students going on exchange outside Norway (outbound exchange). This information does not relate to students coming to NTNU from abroad (inbound exchange).

For students who wish to apply for exchange abroad, a number of rules and regulations apply. There are also regulations for processing and consideration of applications. You can find these on this page.

Scope of application

  • The regulations apply to the selection of students for student spots at partner universities, and the allocation of stipends or other financial benefits to students at NTNU in connection with studies abroad (student exchange).
  • The regulations apply to studies abroad based on a bilateral agreement, a network, or a program.
  • The regulations apply to bachelor's and master's level, within all academic disciplines, and for a period of up to twelve months.
  • The regulations apply unless otherwise stipulated in a written agreement or in regulations for individual study programmes at NTNU.
     

Application deadline and documentation

  • Students must apply for exchange in Mobility-Online within the specified deadlines. Students who are on exchange and wish to extend their stay must also apply within the deadline.
  • Students must submit a complete application within the application deadline. 
  • Incomplete applications will be rejected.
     

Conditions for going on exchange

  • Students must have a valid admission to study at the study programme for which they are applying for exchange, both at the time of application and at the time of departure.
  • Students must be registered for the semester at NTNU and pay the semester fee while they are on exchange.
  • Students must have completed 60 credits from higher education by the time of departure, and no more than 10 years may have passed since the last credits were obtained. 
  • Students must have the courses they plan to take on exchange pre-approved and shall, as a general rule, have a full study load. Less than a full study load may only be approved in exceptional cases where there are academic reasons for completing the exchange period, and where this is approved by the department at NTNU and the host university. 
  • Part-time students must also have 30 credits pre-approved.
  • Students in health sciences may not go on an exchange period if they have an ongoing suitability assessment.
     

Ranking of applicants for exchange

  • The exchange must be able to be included in the student’s education plan at NTNU, and should normally not result in a delay in the study progression.
  • Requirements for the student’s language proficiency are regulated by the individual exchange agreement.
  • Requirements for the student’s grade point average are regulated by the individual exchange agreement.
  • As a general rule, a student who is offered their first choice does not have the option to be moved to a second or third choice, but the case officer may exercise discretion if the situation allows it.
  • Applicants who have not previously completed studies abroad may be prioritised for an exchange place if the department wishes it.
  • If there are more applicants than available places at a partner institution, places are allocated to applicants with the highest grade point average. The grade point average is calculated based on all passed courses completed at NTNU. For courses with Norwegian letter grades, the following numerical values are used: grade A = numerical value 5, B = 4, C = 3, D = 2, E = 1. The results are weighted according to the course credit value.
  • Passed courses from other institutions are only included in the assessment if they are part of the degree at NTNU, or are necessary to fulfil requirements for completed credits. The grade point average for courses with Norwegian letter grades is calculated in the same way as for education completed at NTNU. 
  • At partner institutions where NTNU offers both tuition fee waivers and tuition-paying places, students with the highest GPA will be awarded a tuition fee waiver. At institutions in Australia, tuition fee waivers are granted for one semester only, regardless of whether students are studying abroad for a full academic year.
  • In the event of equal scores between applicants, places in NTNU exchange agreements are allocated by lottery.
  • When assessing second or third choices, applicants are prioritised after those who have the institutions in question as their first choice.
  • For some study programmes, interviews may also be conducted or other criteria applied for the allocation of places.
  • Final admission to the foreign institution is decided by the foreign institution.
     

Rejection is given on the basis of:

  • Lack of admission to study at the time of application or departure
  • Insufficient completed credits
  • Insufficient study progression according to NTNU’s regulations
  • Insufficient study progression according to the exchange agreement
  • Failure to meet language requirements according to the exchange agreement
  • Grade point average too low according to the exchange agreement
  • Deficient/incomplete application
  • The student did not rank high enough in the competition for places at the partner institution
     

Right of appeal and appeal procedure

  • A rejection of an application is considered an individual administrative decision, cf. Section 2 first paragraph letter b of the Public Administration Act. An individual administrative decision is subject to the right of appeal, cf. Section 28 of the Public Administration Act.
  • Decisions concerning the dismissal of a case are also considered individual administrative decisions, cf. Section 2 third paragraph of the Public Administration Act. Dismissal pursuant to Section 2 third paragraph means that the administrative body decides not to make a substantive decision in the case (and thus does not take a position on the application). An example where dismissal may be relevant is if the application is submitted after the deadline.
  • The right of appeal is limited to procedural errors, including missing or incorrect justification, incorrect procedure, or breach of formal requirements. Appeals that only concern disagreement with the content of the decision are not covered.
  • The appeal must be sent to utveksling@aud.ntnu.no within three weeks after the decision is received and must include:
    • Who you are
    • Which case the appeal concerns
    • What you wish to appeal and why
    • Which changes you are requesting
       
  • If the decision is upheld, the appeal shall be forwarded to the superior body (appeal instance), which will make the final decision on the appeal. For most individual administrative decisions, NTNU’s Central Appeals Committee is the appeal instance.
  • If your appeal is approved, but it is not possible to place you at one of the exchange institutions you applied to, the Unit for International Relations (EIR) will examine other options for you. Unfortunately, EIR cannot guarantee any alternative placement, as this depends on the formal requirements set out in NTNU’s exchange agreements.
