Electing a safety representative

All units need to choose a safety representative and a deputy safety representative. This page describes how the safety representative should be chosen.

Candidates for safety representative

The safety representative is the employees’ representative in matters of health, environment and safety. Anyone with a 50% or more position as a scientific or technical/administrative employee can be chosen as safety representative.

The safety representative should be chosen among employees with experience and insight in the safety area.

The line leader is not eligible for election as safety representative. This also applies to employees who perform tasks in the line leader’s place, such as the HSE coordinator and the local radiation protection coordinator.

All employees and labour unions at NTNU can suggest candidates. All full-time and part-time employees except the rector can vote.

Election responsibility and authority

Line leader

The line leader is to ensure that there is always an elected safety representative and deputy safety representative at the unit. The line leader should organise the electron and arrange an electron meeting in the safety area.

During an ordinary election, the line leader should give written notice of who is elected to the election board. For extraordinary elections, the line leader should also give written notice to the Work Environment Committee.

The Work Environment Committee

The Work Environment Committee (AMU) decides how the safety area should be defined. AMU also appoints an election committee of 3 people and coordinates the ordinary elections of safety representatives, the senior safety representatives, and deputies.

The election committee

The election committee informs the unit of the safety representative, local safety representative and deputy elections. This is to be done within an established date in mid-December.

Electing the safety representative

Safety representative elections within units occur every other year, so the safety representative is chosen for 2 calendar years. Their term runs from January 1 to December 31.

The election should be completed by the end of the year. Extraordinary elections may occur if the safety area is modified or if the safety representative steps down before the end of their term.

The unit should inform all employees about the safety representative election date at least one month before the election. The results of ordinary and extraordinary election should be made available via internal information channels and on safety cards.

If only one candidate is nominated as safety representative, the candidate is elected by default. If there are several candidates, he or she who receive the greatest number of votes is elected. If several candidates receive the same number of votes, the election is decided by lottery.

The deputy representative is either the candidate who came in second place, or selected by a separate deputy election.

Election of local senior safety representative (LHVO)

The local senior safety representative is chosen among the safety representatives in the following safety areas:

  • University museum
  • The rector’s staff
  • Education and teaching quality
  • Economics
  • Property management
  • The University library

The dean/director is responsible for the completion of the election of a local senior safety representative. If several candidates receive the same number of votes, the election is decided by lottery.

The local senior safety representative is chosen for two calendar years. Their term starts January 1 and finishes in December 31.

The deputy local senior safety representative is either the candidate who came in second place, or selected by a separate deputy election.

Election of the central senior safety representative (HVO)

The central senior safety representative is selected among the safety representatives or employees in other elected offices at NTNU. The central senior safety representative is appointed by the local labour unions.

If the unions cannot agree, the central senior safety representative is chosen of and among the local senior safety representative. The central senior safety representative is chosen for two years, and their term runs from June 1 to May 31.

The deputy central senior safety representative is appointed or elected.
